Donahue is a good doctor. He applied for this job because he wanted to help people. He's talented, smart, and young. Within a few months after starting at ASA, he was let in on the secret of the experiment and charged with giving out injections for many of the patients. He doesn't like it, in fact, he's thought about quitting several times. At first he didn't because he felt like there had to be someone there who actually cared for the patients, who wasn't just in it for the money. There's another reason he stays too.
Palmer is significantly younger than he is. She is a patient, and he is in love with her. And she loves him back, of course. Unfortunately, Palmer is one of Thropp's test subjects, and the experiments have not been kind to her. Her immune system is wrecked. A case of pneumonia almost killed her. A case of the flu almost did the same. She's constantly sick.
Donahue wants to keep her safe. He's threatened Thropp, told him he was going to take the story to the news if he didn't stop the experiments. He said he was going to quit. Thropp laughed and gave Donahue a very good reason to stay. When the government gave him permission to preform the experiments, they also gave him something else. In his desk drawer are several vials, each one containing cyanide. Each one is labeled with the name of a patient undergoing the experiments. A sort of “just in case” measure. Donahue and Thropp are the only ones who know of their existence. If Donahue leaves or says a word, Palmer pays the price.
On top of all this, Palmer's immune system hasn't recovered from the experiments, and Manetti has the perfect, untested, drug for that.
